北京沃和赛腾网络技术有限公司是由英的亚伦有限责任公司、东联控股有限公司（香港联合交易所上市公司）、北京赛腾远程卫星科技网络开发有限公司共同投资组建的以卫星通讯、有线宽带网络、计算机网络等高科技为基础的高新技术企业。
公司正式注册成立于2000年1月，主要是和卫生部合作建设、经营“卫星卫生科技教育网”（“双卫网”） －－用于全国550万卫技人员远程在职医学教育的、在卫生部统筹规划下服务于卫生信息系统的科技教育网。“双卫网”充分利用其基于IP的宽带数据通讯的网络优势，实现远程教学，包括实时双向交互式教学
